Fin\u201d, escribi\u00f3 el funcionario.<\/p>\n<p class=\"com-paragraph   --s\">Desde su publicaci\u00f3n, el enlace dirige a una p\u00e1gina oficial que permite \u201creportar una tasa\u201d mediante un formulario en el que se solicita consignar correo electr\u00f3nico, provincia, municipio, nombre del tributo, descripci\u00f3n, al\u00edcuota y si su existencia puede verificarse en una ordenanza o en una boleta.<\/p>\n<p class=\"com-paragraph   --s\"><strong>En paralelo, desde el oficialismo la diputada Patricia V\u00e1squez impulsa un proyecto de ley \u2014al que Copal adhiere\u2014 con el objetivo de establecer est\u00e1ndares constitucionales para la creaci\u00f3n y exigibilidad de tasas municipales<\/strong>. \u201cNos parece sumamente auspiciosa la iniciativa legislativa, que est\u00e1 en l\u00ednea con numerosas declaraciones del ministro de Econom\u00eda y otros miembros del Gobierno nacional frente a los constantes abusos a nivel de tasas municipales\u201d, dijo Juan Vasco Mart\u00ednez, director ejecutivo de la Asociaci\u00f3n de Supermercados Unidos (ASU).<\/p>\n<p class=\"com-paragraph   --s\">Seg\u00fan el art\u00edculo 4\u00b0 del texto, ninguna autoridad municipal podr\u00e1 crear, modificar, incrementar o exigir una tasa si no se verifican de manera concurrente tres condiciones: la existencia de una prestaci\u00f3n estatal concreta y efectiva; la individualizaci\u00f3n cierta del contribuyente como destinatario directo o razonablemente identificable del servicio; y la proporcionalidad entre el monto exigido y el costo de la prestaci\u00f3n.<\/p>\n<p class=\"com-paragraph   --s\">Asimismo, el art\u00edculo 5\u00b0 proh\u00edbe la creaci\u00f3n o exigencia de tasas que, por su estructura normativa, base imponible o modalidad de c\u00e1lculo, carezcan de vinculaci\u00f3n directa con una prestaci\u00f3n estatal individualizada o funcionen como impuestos encubiertos con fines meramente recaudatorios.<\/p>\n<section class=\"container-center-100 mb-40 border border-bottom border-thin border-neutral-light-700\">\n<hr\/>\n<\/section>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>La Coordinadora de las Industrias de Productos Alimenticios (Copal) destac\u00f3 la creaci\u00f3n del portal oficial de Transparencia Tributaria Municipal, que permite denunciar tasas municipales, aunque reclam\u00f3 acelerar una reforma tributaria integral que reduzca la presi\u00f3n fiscal.
