El cambio fue<strong> sancionado por la Legislatura porte\u00f1a<\/strong> el a\u00f1o pasado, en el marco de un amplio debate por el Presupuesto 2026 y el paquete fiscal que incluy\u00f3 a la <strong>ley Impositiva<\/strong>, sucesora de la ley Tarifaria.<\/p>\n<\/div>\n<div id=\"\">\n<p>En la \u00faltima sesi\u00f3n ordinaria del 2025, llevada a cabo el 27 de noviembre, el <strong>PRO,<\/strong> junto con <strong>La<\/strong> <strong>Libertad Avanza (LLA), UCR, Coalici\u00f3n C\u00edvica<\/strong> y <strong>Volvamos Buenos Aires,<\/strong> dieron luz verde a los proyectos presupuestarios e impositivos del alcalde que entre los puntos sobresalientes plantean cambios en el R\u00e9gimen Simplificado de IIBB.<\/p>\n<\/div>\n<div id=\"\">\n<p>A iniciativa del ministerio de Haciendo que conduce <strong>Gustavo Arengo<\/strong>, y tras modificaciones impulsadas por LLA, se estableci\u00f3 una exenci\u00f3n total del pago para trabajadores no profesionales de las primeras tres categor\u00edas (A, B y C). Seg\u00fan estimaciones oficiales, el nuevo esquema beneficiar\u00e1 a 118.332 contribuyentes.<\/p>\n<\/div>\n<div id=\"\">\n<p>Adem\u00e1s, fruto del reclamo de La Libertad Avanza y del peronismo, la bonificaci\u00f3n del 75% que el <strong>PRO<\/strong> proyectaba implementar para las siguientes cuatro categor\u00edas, alcanzar\u00e1 a las cinco subsiguientes. El beneficio llegar\u00e1 a otros 28.868 contribuyentes.<\/p>\n<\/div>\n<div id=\"\">\n<h2>Qu\u00e9 dice la resoluci\u00f3n de AGIP sobre Ingresos Brutos<\/h2>\n<p>Mediante la resoluci\u00f3n 28 publicada a fines de enero, el organismo que conduce <strong>Germ\u00e1n Krivocapich<\/strong> incorpor\u00f3 el <strong>art\u00edculo 180 bis<\/strong> al C\u00f3digo Fiscal que contempla una <strong>bonificaci\u00f3n del 100% <\/strong>del impuesto para los contribuyentes comprendidos en las tres categor\u00edas del r\u00e9gimen correspondientes a las menores bases imponibles gravadas. Adem\u00e1s, el alivio fiscal tambi\u00e9n alcanza a las siguientes cinco categor\u00edas, sobre las que se dispondr\u00e1 una<strong> exenci\u00f3n del 75% de IIBB<\/strong>.<\/p>\n<\/div>\n<div id=\"\">\n<p>El beneficio previsto en el art\u00edculo 180 bis \u00abser\u00e1 reconocido de oficio\u00bb a los contribuyentes del R\u00e9gimen Simplificado de IIBB \u00abcuya actividad econ\u00f3mica principal consista en la prestaci\u00f3n de servicios, siempre que no registren obligaciones adeudadas en el tributo\u201d, se\u00f1ala el documento publicado en el Bolet\u00edn Oficial de CABA. <\/p>\n<figure id=\"8183351-Libre-575744530_wrap\" class=\"embed_cont type_imagen\" contenteditable=\"false\">\n<p> agip resolucion bonificacion iibb <span onclick=\"parent.parent.TinyMCETdcuerpo.preview_embed('8183351-Libre-575744530')\" class=\"embed_colapse less\" id=\"8183351-Libre-575744530_colapse\"\/>  <span onclick=\"parent.parent.TinyMCETdcuerpo.delete_embed('8183351-Libre-575744530')\" class=\"embed_delete less\" id=\"8183351-Libre-575744530_delete\"\/><\/p>\n<div id=\"8183351-Libre-575744530_content\" class=\"embed_content\"><img decoding=\"async\" src=\"https:\/\/media.ambito.com\/p\/52c92f02e9b1fcfdcb95883e32c59480\/adjuntos\/239\/imagenes\/043\/143\/0043143575\/730x0\/smart\/agip-resolucion-bonificacion-iibb.jpg\" alt=\"\" title=\"\" width=\"730\" height=\"410\" id=\"8183351-Libre-575744530_embed\" crossorigin=\"anonymous\" fetchpriority=\"high\" decode=\"async\"\/><\/div><figcaption class=\"embed_wrapper-cont\">   <\/figcaption><\/figure>\n<p>La modificaci\u00f3n de <strong>IIBB<\/strong> alcanza a trabajadores no profesionales inscriptos en el <strong>R\u00e9gimen Simplificado,<\/strong> un universo total de 147.200 contribuyentes. Entre estos servicios figuran plomer\u00eda, electricidad y gas, peluquer\u00eda, centros de est\u00e9tica, administraci\u00f3n de consorcios, fotograf\u00eda y limpieza, entre otros.<\/p>\n<p>El beneficio se otorga de manera autom\u00e1tica, por lo que el contribuyente no deber\u00e1 realizar ning\u00fan tr\u00e1mite adicional ante AGIP. Como requisito, no deber\u00e1 contar con deudas registradas. <\/p>\n<h2>Sistema Unificado y escalas de Ingresos Brutos<\/h2>\n<p>Desde enero de este a\u00f1o, AGIP se incorpor\u00f3 al Sistema \u00danico Tributario que permite el cobro conjunto del Monotributo nacional con la cuota mensual del R\u00e9gimen Simplificado de Ingresos Brutos (RSIB) de CABA, de acuerdo a la Resoluci\u00f3n General Conjunta 5.769 suscripta por la Agencia de Recaudaci\u00f3n y Control Aduanero (ARCA) y el organismo porte\u00f1o, <strong>tal como inform\u00f3 \u00c1mbito.<\/strong><\/p>\n<div contenteditable=\"false\" class=\"embed_cont type_freetext\" rel=\"freetext\" id=\"embed2046_wrap\" data-provider=\"Twitter\">\n<p> Embed &#8211; https:\/\/publish.x.com\/oembed?url=https:\/\/x.com\/AGIP_BA\/status\/2005626261604081768&amp;partner=&amp;hide_thread=false<span onclick=\"parent.parent.TinyMCETdcuerpo.preview_embed('embed2046')\" class=\"embed_colapse less\" id=\"embed2046_colapse\">  <\/span><span onclick=\"parent.parent.TinyMCETdcuerpo.delete_embed('embed2046')\" class=\"embed_delete less\" id=\"embed2046_delete\"\/><\/p>\n<div id=\"embed2046_content\" class=\"embed_content\">\n<div id=\"embed2046_embed\">\n<blockquote data-td-script-src=\"https:\/\/platform.twitter.com\/widgets.js\" class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"es\"> Desde enero de 2026, AGIP se incorpora al Monotributo Unificado. <\/p>\n<p>El monotributo de ARCA y el R\u00e9gimen Simplificado para los Ingresos Brutos de la Ciudad se unifican en un solo sistema. <br \/>Un \u00fanico pago mensual y toda la informaci\u00f3n centralizada. <a href=\"https:\/\/t.co\/e1Uh5SgTjN\">https:\/\/t.co\/e1Uh5SgTjN<\/a> <a href=\"https:\/\/t.co\/G4YVVdvDk6\">pic.twitter.com\/G4YVVdvDk6<\/a><\/p>\n<p> \u2014 AGIP (@AGIP_BA) <a href=\"https:\/\/twitter.com\/AGIP_BA\/status\/2005626261604081768?ref_src=twsrc%5Etfw\">December 29, 2025<\/a><\/p><\/blockquote>\n<\/div><\/div><\/div>\n<p>El objetivo es simplificar la inscripci\u00f3n, el pago y la fiscalizaci\u00f3n de los peque\u00f1os contribuyentes que tributan en forma conjunta al r\u00e9gimen nacional y al local de la Ciudad Aut\u00f3noma de Buenos Aires (CABA). <\/p>\n<p>Seg\u00fan la normativa, los monotributistas con domicilio fiscal en la Ciudad deber\u00e1n declarar su condici\u00f3n frente al Impuesto sobre los Ingresos Brutos al momento de adherirse al R\u00e9gimen Simplificado nacional, lo que permitir\u00e1 integrarlos al denominado \u201cR\u00e9gimen Simplificado CABA\u201d.
