Seg\u00fan inform\u00f3 el organismo, el 6 de junio de 2025 se dict\u00f3 la Resoluci\u00f3n E.P.R.E. N\u00ba 508\/25, mediante la cual se estableci\u00f3 el monto de la deuda consolidada en $550.162.640. Esta cifra, expresada en valores de abril de 2025, corresponde a consumos realizados hasta enero de este a\u00f1o, y debe ser actualizada con los intereses que correspondan hasta el momento del efectivo pago.<\/p>\n
La deuda surge de una auditor\u00eda t\u00e9cnica y comercial exhaustiva, solicitada en 2024 por el propio Municipio de Caucete. En ese proceso se analizaron informes de ambas partes, y ante situaciones de duda, el E.P.R.E. aplic\u00f3 el principio \u201cin dubio pro usuario\u201d, es decir, resolviendo los puntos no categ\u00f3ricos a favor del Municipio.<\/p>\n
Acuerdo firmado y luego cuestionado<\/h2>\n
Posteriormente, el 4 de julio de 2025, se firm\u00f3 un acta entre el Municipio y D.E.C.S.A., en la que ambas partes aceptaron cumplir con lo dispuesto por la Resoluci\u00f3n del E.P.R.E. y acordaron que cualquier eventual diferencia ser\u00eda elevada a consulta del organismo regulador.<\/p>\n
Adem\u00e1s, personal del E.P.R.E. mantuvo diversas reuniones con representantes de D.E.C.S.A. y autoridades municipales, a fin de resolver dudas respecto de la implementaci\u00f3n del procedimiento propuesto en la resoluci\u00f3n.<\/p>\n
Posible acci\u00f3n judicial y advertencia sobre el sistema el\u00e9ctrico<\/h2>\n
A pesar de estos avances, el E.P.R.E. inform\u00f3 que no ha recibido informaci\u00f3n oficial sobre la cancelaci\u00f3n de la deuda. En cambio, a partir de publicaciones en redes sociales del 12 de septiembre y trascendidos period\u00edsticos, se supo que la Municipalidad de Caucete habr\u00eda interpuesto una acci\u00f3n judicial de nulidad contra la Resoluci\u00f3n E.P.R.E. N\u00ba 508\/25.<\/p>\n
Si bien el organismo aclara que respeta el derecho del Municipio a recurrir a la Justicia, asegura que una vez notificado formalmente presentar\u00e1 todos los fundamentos t\u00e9cnicos y legales que respaldan la resoluci\u00f3n, la cual cuenta con presunci\u00f3n de legitimidad y fuerza ejecutoria.<\/p>\n
Riesgos para el sistema el\u00e9ctrico provincial<\/h2>\n
Finalmente, el E.P.R.E. enfatiz\u00f3 que la resoluci\u00f3n no solo calcul\u00f3 la deuda de la forma m\u00e1s equitativa posible, sino que tambi\u00e9n propuso un procedimiento para que el Municipio pueda avanzar en la instalaci\u00f3n de medidores y as\u00ed regularizar su situaci\u00f3n hacia el futuro.<\/p>\n
El organismo advirti\u00f3 que la persistencia de una deuda de esta magnitud representa un riesgo para la previsibilidad del Sistema El\u00e9ctrico Provincial, afectando la sostenibilidad econ\u00f3mica del servicio, que debe garantizarse para todas las personas usuarias de la provincia.<\/p>\n
